Q: Will this be a direct replacement for a whellen strobe size wise? Im aware it only takes 12 volts. Thanks

It should be a direct replacement for most Whelen tail lights. The best bet would be to measure the current light and compare it to the dims on the website.

Q: Can this light be mounted horizontally on top of rudder?

Yes, it can please reference the website for dimensions.
