This is not a locking switch do not let the picture for you I ordered one to use it on my landing gear and when it arrived it did not have the locking mechanism

This is not a locking switch.

Q: The switch configuration says, ON ON. I take that to mean there is no OFF position. Is this true?

Correct, there is not an off position, both sides are "ON".
