Per the Manufacturer, the STC is only good for the front seats. This is not designed to be used on the rear seats.
STC: A supplemental type certificate (STC) is a type certificate (TC) issued when an applicant has received FAA approval to modify an aeronautical product from its original design. The STC, which incorporates by reference the related TC, approves not only the modification but also how that modification affects the original design.
OEM stands for Original Equipment Manufacturer, for example a part for a Piper that is manufactured by Piper.
It is the shoulder harness, reel, new lap belt, new buckle and new end connectors.
The kit includes belts for two seats, all the hardware needed, instructions, signed authorization, and the 8130-3 form.
These do not include the hardware, since it is a replacement. You would use your existing hardware.
