Lay flat everytime...if you store them correctly! Give em a quick wipe with a thinner soaked rag to clean them before gluing in place.

Q: What kind of cement do i use on the inspection ring and do i have to sand down the fabric were the ring is to be cemented?

You would use the fabric glue compatible with the covering system you have on the aircraft. Poly tak or super seam for example. We don't believe you have to sand the fabric.
