Q: Are these compatible with GNC 255a radio? and RG-400 cable?

Yes, if you have two GNC 255A's this can split the NAV data for both units.

Q: If I have a GNC255a and GTN650, will this split the signal so I can use data for either?

The CI 5120 splits single coax antenna input into equally proportioned VOR/ LOC/GS outputs, allowing you to run two single input receivers off of one antenna.
