Yes, this adapter allows for two way communication through the headset via a cell phone.

Q: Will this work with military (low impedence) aircraft? Specifically C130J

No, this is a GA heli application product. Not intended for low impedance aircraft.

Q: Does this PA-86AH adapter send audio through the ics or only the headset plugged in to the device?

This only feeds the phone audio through the headset directly connected to the adapter.

Q: Can you use this device to make phone calls in-flight?

Yes, if the cell phone can receive cell signal while in flight and the phone is connected to the headset through the adapter you will hear the call on the headset. We cannot recommend making phone calls while in flight if piloting the aircraft.
